When Will Riot Release An Official Replay Client Made Into The League Client Interface?

With the Summoner's Rift complete and the game running as smoother as it has ever been aside from Teemo needing a skill shot rework to get rid of that fur ball bastard trolls like to pick. Why isn't an Official Replay Client Riot Game's highest priority? Why not hire the League Replays creator and make his service legit and embedded into the League Client? So many people need this tool to improve and could also help out many people in general and an overall boost to the entire game experience. With that said, why hasn't this happened yet? And, I don't want no technical non-sense, Heroes of the Storm has it and that game is similar to this one. This one should have it too.
