I need some help

So I'm having a weird problem. When i try to log in i have attempt several times before i finally succeed, and it always says connection problems. I can almost never access the shop and when i do it's really slow and i cant buy anything. But i can play, create group games and my ping is constantly good. I have repaired the client, uninstalled and reinstalled, and updated my internet explorer. On a side note i think its on my end because when i use my showbox app on my phone to stream movies through wifi it never works anymore, but when i do it through my data connection the movies will stream fine. The strange thing is for League like i said earlier after i log in, aside from the shop not working, the actually game and client run fine It's just like I'm having problems initially connecting to things. I have reset my router and modem. Any suggestions?
