Cannot find a single caitlyn / jinx skin in gifting center

As per title, i cannot find a single caitlyn / jinx skin in gifting center when i want to gift my buddy those skins (they didnt have the skin yet).

Just want to know is it common that not all the champion skin can be gifted (common skin) or it is some kind of bug/error of no showing those available skins?
