Can league discipline cover issues such as this?

League of Legends Match History

So I'm queuing up for a promotional game. Before anyone called roles or anything, one guy just types "feed" in chat and come his turn to pick, he instalocks Zac and proclaims he's going mid. So this strikes me as suspicious but I couldn't dodge before it was too late. At the start of the game, he buys no items whatsoever and charges down the midlane, under the enemy turret, and into the arms of the awaiting Viktor who promptly gets a 36-sec. first blood. Before 7 minutes, Viktor is 8-0-1, and then he begins to roam. He helps his Udyr get fed, the Jinx I was laning against, etc... Mercifully, the enemy beat us quickly before 20:00, and (hopefully) reported Zac. This ultimately caused me to lose my promotional series, and while I don't mind losing the series so much, I just wish it weren't at the hands of a troll. Looking at that player's match history, I noticed this was a trend of this player's.

I was wondering what measures Riot takes to prevent this behavior repeating itself, because based on this person's match history, it seems very many players were hurt by this both before and after me.

nothing is going to happen to hiim. the only punishment being handed down are the players he screws over who get irritated. thats riots way of saying welcome to legend league.

Can guarantee he wont be getting punished, i had something like that happen once, know what happened? i got chat restricted for "Verbally harassing his way of play"
