Why does Bard exist

Just played a normal draft pick game with a friend, we had a guy instalock Bard support. From minute one he did absolutely nothing, and when we tried to communicate with him, ex. tell him what he was doing wrong, he then proceeded to sell his entire item set for elixirs of Iron, and use his ult to trap allies in any attempt to salvage the game so horribly thrown by yours truly, Bard. Why does Bard exist? Everyone who plays him is so bad, never seen him win a game.
