Disable Chat

Implement it. This community has gotten worse over time, I really don't want to see any in game chat.

I realize I can do a work around with the .ini file, but it really needs to be an in game option. Pings are good enough. Hell, you could even have it say "x has chat disabled this match, please use your pings."
