Can someone please explain to me how the chat restrictions work?
I've been getting banned consistently for about 150 games, I'm just trying to understand how the system determines whether or not it should ban you again like it does.

We don't know specifics (which is very much by design, or systems like this fall apart), but the trend seems to be that you need to start using chat exclusively for game strategy or positive feedback (if you're the kind of person to do that).
What's generally been observed is that people get chat bans for exhibiting behavior in chat that Riot disapproves of. If they continue that behavior, but in smaller amounts as the bans allow, the bans keep refreshing, because you're still doing it.
