Tier 1 and Tier 2 runes

Hi,rioters, can you create a system that can upgrade the lower runes to the higher one? this would be great for new player to use ip more effectively. In order to avoid the abuse of this system, only tier 1 and tier 2 runes could be upgraded into tier 3 runes with same type (like use ip to upgrade tier 2 attack marks to tier 3 attack marks) Many thanks.
