I know league of legends does operate in china. So how does this company get away with this and did they get permission from riot?

China simply does not recognize international copyright. There is, unfortunately, no way for U.S. based companies to pursue litigation against Chinese companies (unless they have a presence in the U.S.) due to how unregulated the businesses are in China.
To answer your question: Yes, everyone knows what that is. The dev(s) get away with it because there is no way to pursue legal challenge due to their anonymity and geographical location. And lastly, they most likely did not get permission from Riot. There are literally hundreds of League ripoffs with the exact same champions named "Gary" instead of "Garen". It's disgusting, it's happening, and there's nothing anyone can do.
China literally celebrated when they found out that they were the world's #1 contributor to pollution. (I think this was back in 2011)
