Why should I lose LP and wait for dodging a game full of toxic players?

Let me introduce myself. I am a 15 year old boy and I have been playing League of Legends for quite a while (season 2). I joined a ranked game today and was instantly greeted with toxicity by two premades. Now, I know I could have handled this player better but I did not rage back but merely told him that I would report him. Riot has had this same system for as long as I remember and it is truly flawed beyond compare. This is due to multiple reasons including; I lose LP for dodging a game with not one but two toxic players. The second reason is that I have to wait 30 minutes (dodged earlier today as well). Also, these players will continue to do the same thing over and over again and people will dodge (not always) but there is no proof of them doing this because the Tribunal only shows in-game chat. Four, we cannot report these types of people unless we play a game with them. Five, Tribunal has been down for a while now. Here's part of the pre-game chat:
