Legendary Snowball effect question

[FAQ] Legendary Snowball - December 23rd - January 7th

I was just trying to figure something out real quick. The post says that the legendary snowball does not start until December 23rd. Does that mean as the clock rolls over to the 23rd the legendary snowball effect will be active or will it be turned on at some point over the 23rd? I wasn't sure if there was another post clarifying when it would activate.

I.E- If I bought a Legendary skin in a minute, (2:28 EST 12/23), would the effect be active or should I wait til later in the day?

You should wait for it to be announced. It's highly unlikely that it will be turned on yet.

I bought Dragon Trainer Tristana and didn't get a free mystery skin. 1:30 AM December 23rd. I couldn't find anything specifying that it was a specific time or time zone for that matter.

Thank you... I had figured that they would announce it if it was a feature they would activate but I wasn't sure since it didn't really say HOW the snowball effect would come into play.
