Jinx's partner in crime.
So with Jinx's release, we have Piltover's finest chasing this mysterious and chaotic champion around. My first observation was that Jinx was outnumbered and would eventually be captured at some point. From the lore and music video, Jinx is established as a very chaotic/impulsive character. Those attributes are something that results in criminals leaving clues and committing mistakes, which brings me to my point.
If Jinx is so careless and crazy, how has she not been caught yet? She is working with/for someone!
Why this could work:

Jinx was said to be a chaotic neutral (AMA) but clearly she's doing a lot of evil (killing, vandalism, robbing, etc). It would then make sense because if she was a chaotic neutral then someone pointing her towards the path of evil would cause her to go on these rampages of destruction.

Jinx hasn't/isn't getting caught because all of her attacks were planned by the mastermind she is plotting with.

"Guns don't kill people. I mean, until you shoot them. Then they kill everything!" The quote she says can be an analogy referring to Jinx as the gun, pointed by her accomplice, causing her to kill everything.

This person would complete the pattern that Riot has placed by filling the role of lawful evil.
Vi: Chaotic good
Caitlyn: Lawful good
Jinx: Chaotic neutral (evil?)
?: Lawful evil -

Riot has considered the possibility of an evil mastermind before. -
Maybe he could be the primary antagonist for League of Legends. (I might be taking this too far)

If (I'm 85% sure) Vi and Jinx are sisters he could have been the one separating them from the truth of it.
I would also like to point out what I think would perfectly fit the personality of this character. My favorite Batman villain: The Riddler!

I'm not saying that The Riddler should be a champion, I'm saying that there isn't a champion with The Riddler's personality/theme/silhouette, and would be really cool to have one.
