Why can you get reported for saying "gg ez"? Is that verbally abusive? I mean I haven't been banned for saying it, but I do get reported for saying it.

It's disrespecful and in really bad taste to say "ez, easy, etc" to an enemy team. The other team is already feeling bad about a loss, which knowing league, an easy loss is usually because people are having a bad game, toxic players on their team, or just an unbalanced player skill balance. An "easy" game is not a good game. A good game is in which everyone is having fun, and when you steamroll a team, typically they aren't happy about it. You calling them "Easy" is just a dick thing to do.

why would they put 'taunt' as an emote if they didnt want people to taunt?
