If so, then when will he be released? Seems pretty cool. I am also interested in how his mechanics would work, especially since it seems like he would be able to control time in game.

The new champion is actually the picture on the wall that crumbled and rebuilt. You're just being tricked into thinking it's the boy with the sword.
He'll likely be released in the next patch or shortly after since he's supposed to be introduced in the PBE tomorrow.

Probably about a month away. The next patch is next week and there is no way Ekko will make it live for that - he isn't even on PBE yet.
