So, a breakdown of his Setup:

Seals: flat AP seals, Quints, and Glyphs with i'm guessing MPen or mix-d pen Marks. correction below

Runes: M pen Marks, hp/lvl seals, ap/lvl glyphs, flat ap quints.

Masteries look like he took 21/0/9.

Starting items: item 1056 item 2010 x2

Summoner Spells: summoner 3 summoner 4

First Items: item 3028 into a item 3174

Build at 20:00 minutes: item 3158 item 3174 item 3135 item 3089

So, his first focus was to start with max flat damage to make his soldiers hit harder. His first item was item 3174 which gave him a solid base to do everything Azir does. item 3158 gave him 40% CDR at 15 minutes which gave him 50% AS going into the mid-game. He went straight into item 3135 and item 3089 to give himself max effect for burst and poke.

All in all, item-wise, he built very similarly to Syndra , or any other spell spammer you can think of.
