Why not add a "vote to kick" option?

I've played this game for a long time and I've always wondered what stops Riot from putting a vote to kick option in place.

My idea would be that in a similar way to surrender votes you could remove a player from the game who is judged by the other 4 as being either useless, a troll, toxic or afk. Then you could have an option where people can queue to replace kicked players. Replacement players would not lose LP if the game ends in a loss, and could earn points toward special exclusive rewards only obtainable via replacing people.

Players who 4 people have voted to kick would come up in a report at Riots end and be investigated/punished.

I think this could alleviate a lot of problems.
