Smurfs- Is Riot Doing Anything?

So I have been in quite a tilt recently in ranked. Granted, I know that's largely due to my play, and I can't use the classic excuse of constantly blaming teammates, or afk's, or random things that are out of my control. However, sometimes, even if I play my absolute best, I can end up losing because of something completely unfair. Such as smurfs. I just lost what is probably about my tenth game in a row in ranked, and I'm starting to be done with it. However, this only happened in this one case, so that is what I am focusing on. I was playing support, which is my main, and I was playing Alistar. There was a Mordekaiser on our team, facing a Kayle in the mid lane. She was incredibly fed in the first five minutes and there was nothing anyone could do. Despite the fact that Vayne and I were winning lane hard against our opponents, a Jinx and a Braum. I was 0/0/5 when Kayle was 7/0/2 or something along those lines. And then this summoner straight up admitted that they were a smurf. Both in in-game chat and the post-game lobby. This is completely unfair and makes it impossible to do well. I'm wondering if Riot is actually doing anything to prevent this, or if we'll just have to deal with impossible games against smurfs that people at my level simply cannot fight. I understand how it would be difficult to do much about this, and it's a strange issue to try to lock down, but this has to stop now.
