Very slow download speed

Recently I had to download League again but when it started downloading with a wired connection the speed was 80KBps and the speed kept getting slower. I tried disabling peer to peer, restart etc. but as soon as I switched to a wifi-adapter my download speed was at 1000KBps. Why does this happen and is it something that's going to cross over to the new client when it's released?
