if the knock off is international, it could be hard to prosecute, and since its the internet, they can basically set up anywhere they want.

The gaming scene is "stealing" content from each other over and over again. Its nothing new.
Creating original content is difficult -> hence you have copies. Its not just this thing, there are A LOT of things that copied LoL character design.
Instead of being pissed, you should feel good about it since others think the design of the game you like is so good, they are copying it. As Riot is fully aware of all these people taking designs and they don't do anything about it.
Its not something that happened just now. Its been happening for over 2 years regarding lol stuff at least.
