I have heard that in the past people have traded for skins such as victorious janna and I was wondering if such a thing is still possible and if so i would be willing to trade up to 25$ worth of rp for victorious janna if this is still a thing that i can do.
I don't know where you heard this, but as far as I know, this has never and will never be a thing.
This kind of was a thing, to an extent.
First, it was strictly trading skins between 2 player's accounts, not trading RP for a skin.
Second, you had to find someone willing to trade with you, then you had to make a thread about it, AND that thread had to reach 2000+ upvotes.
Lastly, doing trades between "achievement" skins, like the Victorious skins, was something Riot never allowed during this. Those skins are only meant to be given to those who got the required achievement.
However, this whole thing was stopped quite some time ago.
