There are a vast amount of skins in the game, if you want to have specific skins I would buy them directly, or even better, wait for them to be on sale during the weekly skin sales.

But if you plan on just collecting a good amount of skins or have some money to spare, the envelopes will, in the end, probably give you more opportunities for skins. Note, however, that the envelopes give you SKIN SHARDS, meaning you'll need the orange essence to get the skin.
