That looks like a draft queue timer. You know, the queue that never recovered after Riot crippled it years ago? How's your blind pick timer look?

Years ago, there was a "no dodge penalty" bug that plagued Dom draft queue for months. No one could manage to get a draft game started, so everyone swapped over to blind pick. By the time Riot finally fixed the bug, draft queue was completely empty. Since no one queued for draft, draft queue never popped, so no one new ever queued for draft. Thus, the queue died and remained dead despite various efforts by the community to revive it over the years.

Check blind pick if you're actually curious about Dom timers. Draft queue was actually removed in EU servers to avoid confusing players.

True but I've played maybe 5 blind pick games. encountered 2 actual players. everyone else was a bot. The point is still the same, riot doesn't give a hoot about dominion

Actually this could be Blind queue.

Draft goes up to 5 hours. Haven't checked further.

OP was only in queue for 15 seconds. The 21 minute display is the estimated queue time, and blind doesn't normally give such numbers unless something's gone wrong. On the other hand, draft typically does give 20-something minute estimates, even though you'll probably never actually get the queue to pop.
