how is making matchmaking close hard?

seriously almost every single game I get two players in carry roles that are handicapped. Im doing more damage as full tank than a jinx and and ori. I actually dont understand how its possible red side and blue side other team has higher mmr every single game. Wouldnt be as tilted if it wasnt literally every damn game.
