Are limited time because I want to buy two of the new one and 
in December because it my birthday that month. So I want to know plz

No, they aren't. The special borders you get if you buy them this week are limited though.
They are not for a limited time. They will stay in the store. However, the special borders for the loading screen are limited and will only be available if you buy the skins by 9/15 (Project Yasuo does not have a special border).
If you want to wait for them to go on sale, Project Fiora, Lucian, Leona, and Zed (but not Yi) will be 975 RP starting 9/17, and will be that way I think until the 9/24.
