Maybe things like this are the way they are because Riot is more concerned with punishing toxic chat instead of toxic gameplay (things like intentionally feeding, or stopping laning to follow your jungler through the jungle and try to steal the next 20 camps from him, etc). Being toxic in gameplay is what causes a good amount of the toxic chat they are so worried about too...
