Ekko worth buying?

I'd watch people play Ekko for a while (mostly pros) and they seem to do good with them. He looks like a good champ but, I've heard he got nerfed hard and he's not very strong unless fed. If that's the case then I'll pass because I'm not very good myself so getting fed is kind of difficult. All opinions are accepted! Also, I'm buying him with RP because it's super hard getting IP with all the trolls on this game so I lose a lot of games.
