is tier 2 runes worth it?

you guys know would know that the cost of tier 2 runes will be 1 IP from 15 may(or later date). i want to know if these runes will be worth for season 6 or higher. tier 3 runes are very expensive . Is there a big differences( greater than 5%) between tier 2 and 3 runes.

i am aiming quintessences of speed, mark of attack damage, seal of armor and glyph of magic resist of tier 2 runes.

i appreciate with the advices

T2 runes are about 23% weaker than T3 runes. If you need the strength immediately, you don't have the IP for the T3 equivalent and you don't mind being a little bit weak, it doesn't hurt to get them. So, you've got options.

Play 1 game and use that IP to fill out what you need in T2 runes. Then buy T3 runes in places where you need more strength.
Grind hundreds of games and buy T3 runes incrementally

One big question you should consider when buying T2 runes over grinding for T3 runes is: Would I rather be 23% weaker per rune slot or 100% weaker?
