First Strike Special Borders Question

My question is if i were to unlock one of the new Project Icons for Ashe, Katarina, or Ekko without owning the skin yet would i still get the First Strike special loading screen, or do I need to own the skin beforehand to get the special loading screen?

*when they are released in the caches

the thing says if you get the special edition icon during the event you can get the border, I don't think there isn't a reason why you wouldn't get it if you get an icon cause its cool now, then pick up the skin later.
