Why only 3 refunds EVER?

I recently bought the Aurleion Sol bundle and am displeased wit his skin. Then when i realized i had 974 rp i wanted to refund and buy him and ONLY him for ip later when he because 6300 ip. In all this happening i came to realize that i had spent my 3 refund tokens already on poppy, (who i bought for rp) master yi (which was just plain stupid because hes only 450 rp) and pantheon(who i was hesitant on buying in the first place but i did and i shouldnt have. So i contacted one of the rioters and he said that you only EVER get 3 tokens. I thought that you should get another 3 ( or ever just 1) refund token per season. I completely understand if this isn't possible but it just seems a little harsh.
