When do I get teammates that are carriable by high elo players?

Idk i havent had a teammate for 3 games now just useless machines.

Today ive only lost to , 3 toplaners one afk, one was a one trick inting 0-8, the last wouldnt ever leave his lane with a lead making it 4v5 all game with a super bad afk team (game above) and then I lost because of a varus that was elo boosted literally.

Now I get a teemo jungle teemo one trick that goes 1-10 every game LOL im just going to get boosted by duo challengers fuck this shit
