Asking Riot: Summoner Names

Hello, So, I was just curious so I'd thought I'd ask.

I vaguely remember , and maybe it wasn't LoL, but once in a long while all in game names on inactive accounts were up for grabs if that account had been inactive for X amount of time.

I was wondering if Riot had any intentions of this happening, or happening again if I had missed it.

Reason being is League is one of the few games where my in-game name isn't "Bender" and I'd like to satisfy my selfish needs
