I think its to stop troll's from entering and doging a game though that's just my take in it
If dodge penalties didn't exist then it would take forever to get a game to start. People would dodge for every single little thing. Someone didn't get their lane? dodge. Someones champ got banned? dodge. etc etc.
Yes it sucks to have a penalty because of something other people did, but it's the lesser of two evils and honestly, it's should easily be worth it to avoid a game with trolls.
