Still don't see the snowball icon thing...
How and where do I get the snowball icons? How do I throw them at my friends? Is it disabled again?

Go to the Gifting Center. Choose a friend. Bottom right option should be the snowball icons.
gifting center, skins, and bundles are not working right now, for whatever reason.
