so on the FAQ of the new riven vs yasuo missions, Riot stated that once you unlock the boarder award "the loading screen border will automatically appear forever for Dawnbringer Riven or Nightbringer Yasuo."

so does this mean the boarder will only appear if you are using that skin, and is otherwise completely useless to unlock except getting the icon?

Border is only there if you have the skin and are using the champion. If you get the icon, you'll have the border even if you don't have the skin but the border will never appear until you get it and use it in game.

So yes, the border doesn't exist without the skin.
