Why is the Tribunal down?

Anyone know why the Tribunal is down/been down? I ask in part cause I'm writing a paper regarding League and in part cause I've been meaning to look into the Tribunal myself anyway.

It's been petty much abandoned. I don't think they have plans to ever reinstate it.

It's been down for a long time. The automated system is far better and handles it far faster and more accurately than people can.
