Riot must punish Toxic people

Hi everyone, I am a usual player of league and i think that the number of toxic player around this game is growing up. I just came form a game and there were 2 players that didnt even play. They get out form base and die. The they start with the toxic language during all the game. I cant stand 20 minutes of toxic language, I jnow is the possibility of silenced them, but i think silencing them wouldnt fix anything. I am really fed up with these kind of player and i think the actual reporting system does nothing,or at least i dont any kind of changes in the actitude of the player. I really hope Riot Games read this post and try to fix this problem because Im getting very angry every game and this game is supposed to have fun. I really like any comments ( possitive or negative ) about the problem. Thx to all for reading this.
