Loot crates for IP

So I was just looking through my hextech loot thing, and saw that i had 10 chest and 2 key FRAGMENTS. Also a thought that ran through my head at the same time was that I have almost 700 hours played on this game (28 days of my life) and I haven't unlocked all of the champions yet. So i had a genius idea, why can't I sell my hextech boxes for extra ip so i can get more runes and champions and stuff. I just wanted to get my opinion out on the boards and see if the community thinks its a good or bad idea, and why riot should or shouldn't do it. Also general discussion about ip rationing.
