So will Hextech exclusive skins become purchasable during Snowdown?

Hextech hates me, I mostly get stuff I'll never use or want. Ever since its reveal, I've wanted Hextech Annie so badly. I know that legacy skins or skins that aren't available anymore become available for purchase during Snowdown (aka Holidays) so I was wondering if Hextech Annie and Soulstealer Vayne would become purchasable.
