Gifting icons option?
There is no option currently in the store to gift icon? Did Riot remove this and if so, why?

I'm not really sure on the specifics behind the removal of the feature; however, on the 2016 Worlds Guide - Crafting, Championships, and More Riot Support article, Riot has announced that the feature will not be returning for the duration of Worlds.
Due to a technical issue, icon gifting is disabled for the duration of Worlds.
I'm sorry for the inconvenience :(
