Claiming multiple roles in blind pick?

This is just a question I've had, due to myself having to play with 1 or 2 people for 3 games in a row that claim 2 roles at once saying something along the lines of "Mid Else Top" or "Jungle Else Mid". I was just wondering if this is something that should be taken seriously as a double claim or if they shouldn't be taken as a serious claim and let the second role claimed be available either way.
