Outdated skins.

On one of the posts surrounding Elementalist Lux someone, I can't remember who but they spoke of Pulsefire Ezreal not being able to hold up with some of the newer 3250Rp skins, so what about a new tier of skin for the outdated ones like Pulsefire Ezreal sort of like the 520Rp and less skins, making it cost about 25$ or so as it is still a high end skin but can't compete with things like Elementalist Lux or any future ones which would lead to more people wanting to buy it keeping it relevant but not having people pay as much for a skin that RIOT themselves said isn't at the top anymore.

TL:DR Lessen the cost of Pulsefire Ezreal to keep him relevant and selling.
