Hippalus mentioned that Championship Riven may make a return to the store at some point.
"Yes I think Championship Riven will come back someday. Most limited edition skins took four years to come back after release, and it's been two years for Riven so far."
This was from ~ a year ago, making it about three years now.

I think championship riven is permanently off-sale. Thresh and Shyvana's championship skins are still available to purchase during worlds. (I think!)
Wow, if Championship skins were to come back, working hard to become Gold & above doesn't look so worth it anymore.
