Is it not possible to use special characters in summoner names anymore?

I am planning on changing my summoner name and I know some famous streamers like boxbox which summoner name is 잘 못 use special characters in his summoner name. I was planning on using a Japanese character but it wouldn't let me use it. Is there anything I can do like send a Riot ticket maybe to get it authorized? I know for a fact the name is not taken.

#CAN I HAVE A SPECIAL CHARACTER IN MY SUMMONER NAME? Special characters are allowed in some Summoner Names depending on the selected language. If a special character is not utilized in the selected language, it will not be available to be used even if it is on a region that allows it.

Below are the special characters allowed for each region:

NA and OCE are the most boring place on Earth in terms of names allowed..

But hey, if you want some spice in your name, "^" is actually allowed. Not sure if still is though.

sorry but you say those letters are avaible in EUW but i still can't use them..
