I haven't gotten any key shards in the past few weeks. I'm sitting on 3 hextech chests so far so I'm 9 key shards behind on schedule while I play every day a couple of games consistently.

Keep winning and it will eventually come to you. Riot made the system give you the Key Fragment if random luck didn't favor you after X amount of wins.
