It's to try and save Rito's plans for the ranked setup from last season. Rito wants to keep it around just long enough and make it just popular enough to justify saying that flex has better stats/more players than the solo/duo queue. If that happens, they can justify getting rid of solo/duo with evidence to support their claim.
