been playing a lot of ranked...I gain 14 lp winning and losing I lose 22lp.
Speaking to a guy a I play with he told me that my account is broken?? if that makes sense and should start over?
thing is I don't want to start over I have easy spent £500+ on this account but is this the only way to get back to normal lp?
Is my account broken and DO I NEED to start over?

Your account isn't broken; ranked games award/penalize LP according to your hidden MMR, so if the system believes you're already at or above your appropriate level, you'll lose more LP and win less.
Thus, the system is keeping you from rising further unless you get a good winrate going.

An account is not "broken". That person is dumb, don't listen to him anymore. What is happening is that because of who you have been winning and losing against your MMR is lower than your League so you are not getting as much LP. If you play and either your MMR gets match your League or your League gets to match your MMR, it'll even out. The people you are queueing with are also likely to be influencing your LP as well.
Your account is not broken, you just need to win more against the lower level players you are being matched against so just go and Mundo smash the silvers until you get back to silver-gold ratings and you'll be fine.
