Well riot doesn't exactly like "trading" i don't think so idk if they are into encouraging it. Maybe i'm wrong i don't know honestly. I don't have this problem mostly, since i just use my smurf to mystery gift myself if i ever needed to. or used to. i own to many skins to get mystery gifted xD
I would also like a system for it. It's not something I would use, but many people would use it and enjoy it.
