3v3 IP Bots

I like to test champions in 3v3. A lot of people do. That doesn't mean we want to lose. So these IP farm bots riot can't do anything about them? Don't they break some form agreements? I really wish something could be done. I can't find a game that doesn't have a bot. Stuff like this is why I don't buys skins and stuff.
