XJ9 Playing again, wasn't he permabanned?

Recently saw him streaming on Garena client. Not sure if NA has any Jurisdiction over that but if I recall he was permabanned, can anyone second that or am I just mistaken.

Riot does not have control over Garena, so xj9 can play there.
