Will I be able to run League of Legends at 60 fps with a Geforce GT 640 and a Intel Core i5-4690K?

I believe so. That sounds like my wife's computer, but I haven't checked exactly what frame rate she has. All I know is it will run smoothly unless you are having network issues.

After a certain point, focusing on FPS is like focusing on getting more horsepower in a mini van. The real question is does it look smooth, and the answer is yes.

More than likely. The processor can make up for the slack of your graphics card if any.

Yeah, my specs are worse and I run at 60 FPS.
